(Q) How Does My health care FSA Debit Card Work?  Top
(A) Your debit card gives you immediate access to your full annual health care Flex election at any time during the year! When you need to pick up your prescriptions, you no longer have to worry whether or not there are funds in your checkbook. Your debit card is there to take care of things for you. The down side? Just a few rules that you will need to remember. They aren’t difficult, but they are required just the same. This page is designed to help make things a bit easier for you.

(Q) Is it a Debit or Credit Card?  Top
(A) Even though the card says ‘debit’, it MUST be used as a credit card. When given the option at a register, choose credit.

(Q) What can I use the card for?  Top
(A) The card can only be used for IRS approved eligible expenses that occur within your current plan year. What are those? In most cases, you can use the following guidelines: doctor’s office co-pays, prescription medication, eyeglasses, and non cosmetic dental workt . If you have chosen a "limited FSA" (Type 3 on the FlexBank FSA Enrollment Form), your debit card will only work for dental and vision expenses.

(Q) Where can I use the card?  Top
(A) The card will only work at places that provide medical services or sell medical products. Some examples are doctor’s offices, dental offices, hospitals, drug stores, etc. You cannot use it at gas stations or movie theatres. If you have chosen a "limited FSA" (Type 3 on the FlexBank FSA Enrollment Form), your debit card will only work where dental and vision goods and services are sold.

(Q) What isn’t included?  Top
(A) There are a number of things that your card can’t be used for. You can't use it for things like cosmetic procedures including teeth bleaching, massage therapy, vitamins, health club dues, and dietary supplements, to name a few.   As a reminder, vitamins and supplements are eligible expenses as long as you submit a doctor's note recommending the vitamin/supplement and notes a diagnosis.  The IRS does not consider vitamins/supplements taken for your general health and well-being as eligible expenses. 

The card can also not be used for over the counter (OTC) medicines.  You will need to submit a doctor's prescription to FlexBank in order for these items to be considered eligible.  Therefore, the debit card will not work when you try to purchase OTC medicines with your debit card.

(Q) Do I have to send in receipts?  Top
(A) Maybe.  You should not submit any receipts unless you hear from FlexBank, but you should keep all of yoru receipts in case they are requested. You generally will not need to submit receipts for prescriptions or flat dollar copays made at medical facilities. If insurance is paying a portion of your expense (i.e. dental or major medical procedures) you will need to submit an Explanation of Benefits (EOB) to FlexBank so that we may verify the expense. 

(Q) What information must the receipt contain?  Top
(A) Documentation must show: patient’s name, date of service, preprinted provider information, amount of expense, & description of the service/product purchased. Acceptable documentation will be a doctor office receipt showing the above information, the prescription tag (no cash register receipts), itemized bill for glasses/contacts, etc.

(Q) What if I don’t send in receipts?  Top
(A) If FlexBank, Inc. has not received your claims documentation, you will receive a notice requesting the information. If you do not turn in your documentation within 60 days, your card will be cancelled and you will have to submit claims manually for the remainder of the plan year. That means waiting for your reimbursement. You will also need to repay your employer for the amounts charged.

(Q) Why won’t the card work?  Top
(A) A few reasons:  1) You don’t have enough funds left for the purchase 2) you are trying to purchase a prescription at a grocery store whose cash registers does not work with these special debit cards, 3) your provider is typing in your debit card manually and forgets to enter the three digit code on the back of your debit card, 4) your debit card has been suspended.   

(Q) What do I do if the card doesn’t work?  Top
(A) You should always be prepared to pay for the service/item and then submit an itemized receipt to FlexBank for reimbursement by check or direct deposit.

(Q) Must my insurance company their portion first?  Top
(A) When you have insurance, whether it is for medical or dental, and you are responsible for a deductible or a percentage of the expense, please be aware that the insurance company must pay their portion first before the card can be used to pay what you owe. Many dental offices are asking for a partial payment up front before they will do any work. You cannot use the card for that payment because the insurance company has not paid their portion yet. Unfortunately, that is still the case, even if you have a “Predetermination Explanation of Benefits” from your insurance company.

(Q) What’s my balance?  Top
(A) It’s easy to find out how much you have left to spend for the year. You’ll need to know that amount before you plan to use your card. Why? The card may not work if you try to buy something for $20 and there is only $15 left in your account. Call FlexBank during normal business hours (8-5 EST M-F), or visit our website at FlexBank.net.

You are also able to view your balance at MyBenny.com. In order to set-up your login, you’ll need your Member ID (social security number without dashes), your card number, and your zip code.

(Q) If I have the debit card, am I able to walk into FlexBank and get a manual check “on the spot?”  Top
(A) No.  If you have a debit card, FlexBank is not able to reimburse you if you walk in to our office for an on the spot reimbursement.
